Before joining Whipple, Mercado & Associates, LLP, as a senior associate attorney, Debra Kirk had a long history working in many capacities in the legal field, including civil matters and criminal defense cases. She has practiced at firms representing municipalities, police departments, officers and officials in defending Civil Rights Act cases in United States federal court. Her civil litigation experience includes appearing at all levels of the state courts, having tried more than 25 cases to verdict. She has represented clients in administrative proceedings (Workers’ Compensation Appeals Board, California Contractors License Board, California Bureau of Real Estate) and has handled several appeals.

Debra has also worked as an assistant district attorney, and was promoted to chief of the White Collar Division of the Special Operations Department of the San Francisco District Attorney’s Office, where she managed 24 attorneys and DA investigators, along with staff. 

Previously, she practiced as an associate attorney at a personal injury firm in Alameda County; worked as a legal secretary for the attorney to the French Consulate in San Francisco while in law school; and was a legal intern for what is now known as the Meiklejohn Civil Liberties Institute in Berkeley under Ann Fagan Ginger.

Debra has practiced law in all Bay-Area counties, as well as Stanislaus, San Joaquin and Sacramento counties. She has been a judge pro tem at the Pleasanton, Hayward and Oakland courthouses, and she is also a certified attorney with the U.S. Department of Veterans Affairs. She has a real estate broker’s license with the California Bureau of Real Estate.
